The U.S. Agency for International Development (USAID) incorporated the land-grant university (LGU) system in the 60’s and 70’s, with its embedded extension system, as a policy centerpiece for creating U.S.-style agricultural higher education institutions in the new postwar nations, yet not adopted worldwide,China, Ethiopia, and India among many, overwhelmingly chose to embed their extension services in centralized national ministries of agriculture (MoAs), not in university structures.
